Retained in this edition is a Foreword by both the Right Honorable Joe Clark, P.C., whose government in 1979 introduced the first government bill dealing with access to information and by the Honourable Madam Justice (retired) Claire l'Heureux-Dubé, C.C., Supreme Court of Canada; a 25th Anniversary Foreword by the Honourable Senator Francis Fox, P.C., who, as Minister of Communication in the Government of Pierre Elliott Trudeau, introduced Bill C-43 to Parliament on July 7, 1980 (the Bill was passed in June 1982 and proclaimed in force on July 1983); as well as a Preface by the first Privacy Commissioner of Canada and former Information Commissioner of Canada, the late Dr. John Grace.

Also included are key historical documents, chronicling the story of Canadians' information rights from initial discussion in 1977 to enactment in 1982.
